The Resurrection Creek Side Channel Enhancement project, solicitation AG-0120-S-14-0012, is a construction effort managed by the USDA Forest Service R10 Alaska Regional Office. Located in Hope, Alaska, within the Chugach National Forest, the project focuses on aquatic habitat maintenance following a 2012 ice dam break that obstructed a constructed side channel with sediment and debris. The scope of work includes excavating blocked entrances, creating a secondary inlet, sorting and placing boulders for grade control and habitat, grading and revegetating spoils, and performing future monitoring. All instream work was scheduled to occur within a specific window from May 15 to July 15, 2014. The procurement process involved multiple amendments to clarify technical requirements and proposal instructions. Key updates included the addition of Time-and-Materials/Labor-Hour proposal requirements, the integration of pre-proposal conference notes, and specific technical clarifications regarding excavator use, grizzly rock size, and the use of vegetable oil near water. The project was designated as a small business set-aside and required contractors to adhere to Davis-Bacon wage determinations, SAM registration, and specific bid bond and payment protection requirements. Coordination was managed by Contract Specialists Denise M. Murphy and Karen A. Weidenbaugh.
