Retirement Consultant

The Washington State Board for Community and Technical Colleges (SBCTC) is seeking a qualified retirement plan consulting firm under solicitation 2026-RFP-001 to provide independent consulting and fiduciary support services. The selected consultant will act as a trusted advisor to the Retirement Plan/Investment Review Committee, ensuring plan administration aligns with fiduciary best practices, regulatory requirements, and participant retirement readiness objectives. Key responsibilities include providing quarterly committee reports, investment reviews, fiduciary training, and ensuring compliance with IRS regulations for 401(a) and 403(b) plans, as well as mandates from the SECURE Act, ERISA, and the Department of Labor. The contract is structured for an initial one-year term with the possibility of four one-year extensions, totaling up to five years. Award decisions will be based on best value, evaluated through a scoring system that weights the statement of work response at 60 percent, experience and licensure at 20 percent, and price at 20 percent. The successful vendor must be licensed to do business in Washington and comply with state and federal laws, including the Americans with Disabilities Act and the Ethics in Public Service Act. Payment terms include a 30-day window following the receipt of proper invoices, with a 10 percent retainage withheld until the final project completion or report acceptance.
