Retro-Commissioning, TAB, Controls, and Regulatory Support IDIQ

The consultant will provide retro-commissioning, test/adjust/balance, controls optimization, and regulatory compliance services for systems at Seattle-Tacoma International Airport under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a ceiling value of $1,800,000. Work involves evaluating and correcting deficiencies in mechanical, HVAC, plumbing, lighting, Direct Digital Controls, smoke control, and fire protection systems within a 24/7/365 active airport environment, with tasks initiated through Service Directives issued by Aviation Facilities and Infrastructure. Deliverables include retro-commissioning reports, TAB documentation, controls assessments, deficiency findings, corrective action plans, and compliance records, all subject to PORT’s technical standards and professional care requirements. Performance must occur at SEA and other Port facilities, requiring coordination in restricted, occupied areas, often during off-hours, and must comply with Washington State regulations, Title VI, and PORT’s master specifications and ethics standards outlined in attachments. The contract spans five years with possible extension, and while price is not evaluated during technical scoring, billing rates will be negotiated post-award. The solicitation emphasizes technical excellence over cost, with award based on best value through trade-off methodology, prioritizing the specialized experience and qualifications of key personnel, followed by the proposed project approach, diversity inclusion plan, and interview performance for shortlisted firms. Offerors must demonstrate relevant experience in complex facilities, quality assurance procedures, risk management, and team integration. A mandatory diversity goal of 10% participation by women- and minority-owned business enterprises triggers reporting obligations including monthly payment reports and outreach documentation.
