Reuse of the Mare Island Drydocks

The Project includes ongoing operation of Dry Docks 1, 2, and 3 and maintenance dredging over a 10-year period. The purpose of the Project is to continue to provide a ship repair facility at the Mare Island Dry Docks. Up to 104 evolutions (i.e., filling the dry dock with water from Mare Island Strait, opening the caisson, allowing a ship to enter or exit the dock, and then draining the dock and performing fish rescue and relocation activities) will be performed in Dry Docks 1, 2, and 3, collectively, each year. Additionally, up to 140,000 cubic yards of sediment will be removed from an approximately 12.00-acre area in the Mare Island Strait each year via a mechanical (i.e., clamshell) dredger. Amendment No. 2 adds white sturgeon (Acipenser transmontanus) as a Covered Species to the ITP. Amendment No. 2 will not result in additional take of the originally Covered Species. Take of white sturgeon in the form of mortality is not anticipated to occur as a result of the Project, rather, take is anticipated in the form of pursue, catch, and capture from fish rescue and relocation activities pursuant to the Mare Island Dry Dock Fish Rescue and Relocation Plan, Revised, Mare Island, Solano County, prepared by WRA, Inc., revised May 20, 2014, April 10, 2020, and August 25, 2025 The Project is expected to result in incidental take of up to 7,462 individuals of longfin smelt (Spirinchus thaleichthys), and a smaller number of Delta smelt (Hypomesus transpacificus), Winter-run Chinook salmon (Oncorhynchus tshawytscha), Spring-run Chinook salmon (Oncorhynchus tshawytscha), and white sturgeon. Longfin smelt and Spring-run Chinook salmon are designated as threatened species under CESA. Delta smelt and Winter-run Chinook salmon are designated as an endangered species under CESA. White sturgeon is a candidate species under CESA. The ITP referenced above as issued by CDFW authorizes incidental take of listed or candidate species under CESA that may occur as a result of Project implementation.
