Fiscal Year 2026 Flood Mitigation Assistance
Solicitation # DHS-26-MT-029-000-98
The Fiscal Year 2026 Flood Mitigation Assistance (FMA) grant program, solicitation number DHS-26-MT-029-000-98, is a federal funding opportunity administered by FEMA under the Department of Homeland Security. With total program funding of 400 million dollars and an expected 40 awards, the program aims to reduce or eliminate repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP). Eligible applicants include states, U.S. territories, federally recognized tribal governments, and local governments. The program focuses on three primary objectives: building capability and capacity for future risk reduction, implementing localized flood risk reduction projects, and executing individual flood mitigation projects. Cost sharing is required for these awards, and the projected period of performance is 36 months from the date of the award. Applications must be submitted via the FEMA GO portal by February 26, 2027, at 3:00 p.m. Eastern Time. Applicants are required to maintain an active SAM.gov account, a Unique Entity ID (UEI), and an Employer Identification Number (EIN). FEMA utilizes a tiered priority system for awards, first funding eligible mitigation plans and technical assistance, followed by high-scoring project scoping subapplications, and finally other eligible subapplications based on their benefits to the NFIP. Evaluation is based on specific scoring factors, including the number of substantially damaged structures and active NFIP policies. Recipients must comply with the Build America, Buy America Act for infrastructure materials and adhere to strict environmental and historic preservation reviews. Performance is measured by targets including the selection of over 500 NFIP-insured properties and the avoidance of more than 900 million dollars in flood losses.

New Hampshire Clean Diesel Program
Solicitation # DES 2026-10
The New Hampshire Clean Diesel Program, administered by the Department of Environmental Services, is a solicitation for competitive grant applications to fund diesel emissions reduction projects within the state. With approximately 1,000,000 dollars available, the program operates on a rolling monthly basis to provide partial reimbursement for eligible projects. Eligible activities include the installation of EPA-certified remanufacture systems, EPA-verified idle reduction technologies, aerodynamic technologies, and low rolling resistance tires. A critical requirement for replacement projects is the permanent scrappage of old diesel units, which must be disabled by drilling a three-inch hole in the engine block and cutting through the frame rails. Additionally, electric vehicle supply equipment and certain idle reduction technologies must comply with Build America, Buy America sourcing requirements. Applications are evaluated using a 100-point scoring system, with bonus points available for alternative fuel use and projects benefiting priority New Hampshire communities. Non-profit and private entities must first pass a preliminary assessment by achieving a minimum impact score of four out of five regarding public and economic benefits. Because this is a partial reimbursement program, awardees must cover all project costs upfront and provide proof of payment to receive funds. Once awarded, replacement units must remain in service for at least five years to avoid potential reimbursement of the grant to the state. Recipients are also subject to a reporting schedule consisting of quarterly reports for two years followed by three annual reports.

The Department of Recycling and Materials Management (TCRMM) of Tompkins County is seeking proposals to support the development of reuse infrastructure and foster a local circular economy aimed at reducing waste and maximizing the reuse of materials within the community. The initiative emphasizes environmentally sound, cost-effective, and socially responsible practices, with a focus on creating systems where materials are kept in use for as long as possible, ultimately decreasing landfill disposal. The department plans to allocate approximately $190,000 annually over three years, which may be distributed among multiple providers, though funding is subject to approval by the County Legislature and availability of funds. Proposals are invited from for-profit, not-for-profit organizations, and local governments to develop innovative, location-specific reuse strategies that could include establishing or researching reuse distribution facilities. The project aims to identify effective reuse infrastructure solutions that divert materials from waste streams, with an initial emphasis on understanding needs and potential structures rather than committing to the immediate creation of new facilities. The contract, titled "Reuse Services for a Local Circular Economy," has a response deadline of February 27, 2025, and is set for a three-year term with possible renewals. The initiative underscores the importance of community-based reuse efforts and encourages creative approaches to achieve meaningful environmental impact.

BACKGROUND The mission of the Department of Recycling and Materials Management (TCRMM) is to develop and implement a sustainable materials management strategy for Tompkins County. With a focus on the state’s solid waste management hierarchy, this approach utilizes and prioritizes environmentally sound, cost-effective, socially responsible, and safe practices. For many years, the department has supported reuse programming and infrastructure in the community. Following the recent development of a draft local solid waste management plan, the department is seeking to support enhanced reuse infrastructure in the community and foster a local circular economy that applies a systems approach to materials management. In a circular economy, systems are developed to ensure that materials are used for their highest value for as long as possible, with end?products becoming inputs for new systems. This approach will further activity for reducing waste generation, increasing reuse and recovery, and ultimately decreasing disposal, now and in the future. PLEASE NOTE:  TCRMM anticipates awarding approximately $190,000 annually for three years, which may be split among two or more providers at the sole discretion of the department. TCRMM is proceeding with this request for proposals with the understanding that the County Legislature may or may not approve budgeted funding for this program. Although significant changes are not anticipated, the conditions and standards applied to the potential appropriation have not to understand opportunities to grow and further support the community in this area. A component of this project been established and may impact the design and implementation of the local program. TCRMM may modify or decline to make awards based on the availability of funds.   PURPOSE OF REQUEST The intent of these specifications is to furnish information to prospective bidders in order to obtain proposals for reuse services that foster a local circular economy, keeping valuable materials out of the landfill and in the community for reuse. TCRMM recognizes the importance of local infrastructure to recirculate reusable items and is interested will entail research to understand the potential for a reuse distribution facility. This represents an initial step in understanding needs, parameters, and potential structure for such a facility and does not commit the County to the creation of such a facility.     This project will provide financial resources to an in-county project focused on location-appropriate strategies that support reuse infrastructure and that has a significant impact on diverting material from the waste stream. Proposals are encouraged from for-profit, not-for-profit organizations, and local governments.   Proposers are encouraged to develop an innovative approach consistent with the objectives of the project that will establish an equivalent or better final project result; to that end, alternative methods, steps or components may be submitted for consideration.
