Reverse Auction Services - Blanket Purchase Agreement

This is a commercial item combined synopsis/solicitation. The Gifford Pinchot National Forest intends to acquire by blanket purchase agreement reverse auctioning services. This agreement requires professional web-based reverse auctioning services that allow buyers to post specific requirements to obtain offers for commodities and services from various suppliers. Contractor responsibilities will include but are not be limited to: furnishing user-friendly web-enabled capabilities, training for users, a network of suppliers, and providing technical/user support. In accordance with FAR 52.219-6 this acquisition is advertised as a 100% Small Business set-aside. The applicable NAICS code is 454112- Electronic Auctions. The corresponding size standard is $35.5 million. Offerors will be evaluated on price, technical capability, and past performance. The contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. ADDITIONAL INFORMATION: In order to be eligible for contract award, a firm must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/.Offers are due December 14, 2012, 1400 PT. All responsible sources may submit an offer which will be considered by the Government.
