Revised Draft Environmental Assessment for Cargill, Incorporated Solar Sea Salt System

The Cargill Salt Solar Salt Operations project involves the continued maintenance and operation of sea salt production facilities across three primary locations in South San Francisco Bay, spanning Alameda, Santa Clara, and San Mateo counties. The scope of work includes earthen berm maintenance, operation of a transbay brine pipeline, sea level rise adaptation, vegetation management, water intake structure management, and the oversight of material stockpiles and other related infrastructure. These activities are centered at Newark Plant 1, Newark Plant 2, and the Redwood City Plant, the latter of which houses the transbay pipeline and a maintenance pond. Managed by the San Francisco Bay Conservation and Development Commission and the California Department of Fish and Wildlife, the project is governed by Incidental Take Permit No. 2081-2025-049-07 under the California Endangered Species Act. This permit authorizes the incidental take of threatened longfin smelt and candidate white sturgeon. The project was approved on October 29, 2025, and requires strict adherence to environmental mitigation, monitoring requirements, and the payment of environmental filing fees pursuant to Fish and Game Code section 711.4.
