The project involves resurfacing a 9.4-mile segment of State Route 58 in Kern County, California, between post mile 6.0 and 15.4, along with upgrading and installing new road signs, replenishing gravel on 3-foot-wide shoulders adjacent to both lanes, installing a new traffic count station, and rehabilitating or replacing eight culverts. The work is anticipated to result in take of the threatened San Joaquin antelope squirrel and San Joaquin kit fox through vehicle strikes, burrow destruction, or habitat disturbance over a five-year period, necessitating compensatory mitigation under the California Endangered Species Act. Mitigation requires either the permanent protection and management of one acre of habitat for these species or the purchase of a single mitigation credit from a CDFW-approved conservation bank. Amendment No. 1 extends the deadline to complete compensatory mitigation to September 29, 2026, and extends the Incidental Take Permit expiration to December 31, 2026, to ensure sufficient time for compliance.
