Rework to Repair Well Casing on Island Grissom within THUMS Operating Area

The THUMS Long Beach Company is proposing a rework of the existing oil and gas well A-216, located offshore on Island Grissom within the Wilmington Oil Field in Los Angeles County. The primary objective of this project is to address well integrity issues by repairing the wellbore casing through a cementing process. This remedial operation is intended to protect natural resources and the environment by ensuring the well can safely return to its current use. The project is designed to occur at the existing site with substantially the same purpose and capacity as the original well, and it involves no additional construction or expansion of use. The California Department of Conservation, Geologic Energy Management Division (CalGEM) has issued a Notice of Exemption for this project, determining it is exempt from full environmental review under the California Environmental Quality Act (CEQA). This exemption is based on several categorical classifications, including existing facilities, replacement or reconstruction, and minor alterations to land. Because the wellhead is located within a Health Protection Zone as defined by Public Resources Code section 3280(b), the project must comply with specific health, safety, and environmental requirements mandated by SB 1137.
