Solicitation S-73000-00018190 is a Mini-RFP issued by the Oregon Department of Transportation to secure Construction Contract Administration and Construction Engineering and Inspection (CA/CEI) services. The project focuses on rebuilding Sandlake Road at MP10.6 in Tierra Del Mar following a landslide that damaged the southbound lane. The anticipated period of performance begins on December 15, 2026, and is expected to conclude by July 16, 2029. Funding for the project is provided by the Federal Highway Administration. The contract will be structured as a Work Order Contract assigned under an existing Price Agreement. Compensation is based on a Time and Materials model with a Not-to-Exceed maximum, though the final statement of work, payment amount, and delivery schedule will be negotiated with the top-ranked proposer. Award selection is based on a scoring system totaling 100 points for the technical proposal—covering philosophy, project samples, management, and cost-effectiveness—plus up to 25 additional points for potential interviews. Qualified proposers must ensure that services are performed under the authority of an inspector certified by the Oregon Department of Transportation Quality Assurance Certification Program. Additionally, firms must maintain a Consultant Quality Plan and certify compliance with conflict of interest guidelines, non-discrimination laws, and sexual harassment policies for contracts exceeding 150,000 dollars. Proposals must be submitted via OregonBuys as a single PDF file not exceeding five pages and five megabytes.

NASA/JSC intends to contract Sciperio Inc. for the design and manufacture of a 30 centimeter dual radio frequency antenna and optical telescope parabolic reflector assembly. This project utilizes Direct Digital Manufacturing to integrate additive and subtractive processes with high-resolution metrology and micron-scale precision motion control. The primary objective is to prove that these advanced 3D manufacturing techniques can significantly enhance component performance and manufacturing tolerances beyond current market capabilities. The procurement is being conducted under FAR Part 12, with solicitation number NNJ16587490R and NAICS code 541330. While the government identified Sciperio Inc. as the intended provider due to their specialized precision capabilities, interested organizations were given until September 28, 2016, to submit qualifications for the government to determine if the procurement would be competitive. The acquisition is subject to NASA Clause 1852.215-84 regarding the Center Ombudsman.

Full Description

NASA/JSC has a requirement to purchase RF/Optical Telescope development using advance 3D manufacturing processes. NASA/JSC intends to purchase the item from Sciperio Inc. The scope of work involves the design and manufacture, via Direct Digital Manufacturing (DDM), of a 30 centimeter dual radio frequency (RF) antenna/optical telescope parabolic reflector assembly. The goal of this work is to demonstrate that the use of tightly-integrated additive/subtractive manufacturing, high-speed/high-resolution metrology, and micron-scale precision motion control, offers the potential to dramatically improve component performance and manufacturing tolerances. Current market research indicates other companies have similar resources, however they cannot develop, manufacture and test parts to the precision of NASA requirements. The Government intends to acquire the required item using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:30 p.m. CST on September 28, 2016. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
