The RFDU ASSEMBLY solicitation, issued under SPRMM126QKF31 by DLA Mechanicsburg, requires the manufacture and delivery of a military-grade assembly governed by strict quality, packaging, and compliance standards. All contractors must adhere to MIL-STD-130 Rev N for marking, and any design, material, or part number changes require prior written approval from the NAVICP-MECH Contracting Officer, categorized under specific code designations for interchangeability and substitution. Mercury is strictly prohibited in all components due to the risk of contamination in submarine and surface ship environments, with exceptions only possible after detailed written justification and approval. Inspection responsibilities rest with the contractor, though the government retains the right to conduct independent verification, and all inspection records must be maintained for 365 days after final delivery. Packaging must comply with MIL-STD-2073, and delivery is subject to electronic submission of the Invoice and Receiving Report via PIEE-WAWF. The contract is awarded using the Lowest Price Technically Acceptable (LPTA) method, with mandatory use of Wide Area Workflow for payment processing and adherence to cybersecurity and small business representation requirements. Contractors must be authorized distributors of the OEM, providing proof of authorization with their offer, and all submissions must include the OEM’s CAGE code and part number if not the manufacturer. The contract prohibits performance at unapproved production facilities unless a formal request is submitted with a $250 administrative cost reduction, and no changes may affect delivery schedules, small business performance, or F.O.B. points. Technical documentation must be obtained through official DoD channels, and distribution of Navy-provided materials is governed by seven classification codes, with NOFORN and Official Use Only documents requiring formal certification. Participation requires registration on the PIEE EDA portal to monitor contract modifications, and all communications must include a valid point of contact. The offer deadline is July 16, 2026, and the NAICS code 334417 indicates this solicitation targets the electronic component manufacturing sector under a Department of Defense procurement managed through the SPRMM1 DLA Mechanicsburg office.

The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4.
