The City of Prince Rupert (“the City”) has committed to upgrading and replacing the most aged water and sewer infrastructure within the community. As the infrastructure reaches the end of its service life, the City, supported by the Owner’s Engineers, has developed a set of priority scopes of work for the Big Infrastructure Gap (BIG) Project (“the Project”) to replace a significant portion of the community’s water distribution system and replace or separate the community’s sewer and storm systems. Phase 1 of the Project is currently ongoing.The City currently intends to follow a Design–Bid–Build (DBB) procurement approach for the remaining Project Phases. The City is considering tendering the construction contracts under the Master Municipal Construction Documents (MMCD) framework. In addition, the City is considering the direct procurement and supply of a portion of the major materials (e.g. pipes and valves) for the Project.The purpose of this Request for Expressions of Interest (RFEOI) is to identify qualified construction contractors (“Respondents”), identify contract structures which could improve the ability of Respondents to deliver the Project, and determine the level of industry interest for Phase 2 and Phase 3 of the City’s BIG Project. Respondents may express interest in a single package, multiple packages, or the full scope of work. The City does not require contractors to undertake all packages; rather, the intent of this RFEOI is to understand the range of contractor capabilities and preferred packaging approaches for delivering these works. This RFEOI is an information-gathering process only and is not a solicitation for pricing. Responses will assist the City in planning and preparing future construction tenders.
