The Ohio Housing Finance Agency (“OHFA” or the “Agency”) is issuing this Request for Information (RFI) to evaluate commercially available software platforms, reference architectures, implementation methodologies, and non-binding cost models to replace its legacy financial and operational systems (currently centered around DevCo, Emphasys, Allita, City Suite, The Mortgage Office, Elation, Power Seller, DocuWare, and standalone Excel/Access databases).To encourage broad participation from both enterprise public-sector ERP vendors and specialized Housing Finance Agency (HFA) software providers, this RFI is organized into two distinct, separable scopes: Part A — Financial System: Consolidated Multi-Fund General Ledger, Accounts Payable/Receivable, Dynamic Budgeting, State Procurement, Financial Operations (bond series and program accounting), and Revenue Forecasting.
