RFI - AI-Powered Camera Monitoring and Analytics Solutions

Harris County has issued a Request for Information (RFI) titled “AI-Powered Camera Monitoring and Analytics Solutions” under solicitation number 07092026JW to explore market capabilities for deploying artificial intelligence-based video analytics within its correctional facilities. The primary objective is to enhance real-time monitoring of inmate housing areas by analyzing thousands of camera feeds integrated into the existing Bosch Video Management System (BVMS), with a focus on automating detection of weapons, contraband, unauthorized behavior, and perimeter breaches. Respondents are expected to demonstrate systems capable of identifying objects and behavioral patterns with high accuracy, maintaining an alert latency of under five seconds and system availability exceeding 99 percent, while operating reliably in demanding environmental conditions. Technical submissions must include details on deployment models, scalability, hardware specifications, and proof-of-concept readiness, along with supporting documentation such as system architecture diagrams, compliance whitepapers, and optional demonstrations like dashboard mockups or sandbox access. The RFI emphasizes security and compliance with Texas DPS CJIS Security Policy version 5.9.5, transitioning to version 6.0, and requires alignment with SOC 2 Type II, ISO 27001, FedRAMP, GDPR, CCPA, HIPAA, and FERPA standards.
