The U.S. Department of Transportation (DOT), Maritime Administration (MARAD) is issuing this Request for Information (RFI) as a means of conducting market research to identify potential parties having interest, capabilities, and the resources to support a requirement currently under consideration. This is not a solicitation for offers. The results of this RFI will help inform the Government's decision on determining the method of procurement, as well identify potential sources. Submission of any information in response to this RFI is voluntary and the government assumes no financial responsibility for any costs incurred. MARAD is considering a requirement for technical services to assess the need, means, and process to improve the efficiency of multimodal transportation infrastructure, provide subsequent capacity building, and perform related services in support of MARAD international foreign technical assistance programs in the Indo-Pacific region, specifically The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) nations. These services will help enable MARAD and DOT to deploy technical assistance to support transportation infrastructure, standards development, environmental sustainability, safety, border crossing facilitation, ensure resiliency of international transportation systems, and to provide partner countries the tools needed to analyze and assess all aspects of transportation infrastructure projects. Interested parties with the potential capabilities to provide these services are encouraged to review the sample Performance Work Statement and provide the following information: (Entire submission should be limited to no more than 7 pages/10MB.) 1. Company Name, Address, and DUNS Number 2. Point(s) of Contact with Email Address, and Phone Number 3. Brief description of corresponding capabilities 4. Examples of past experience with respective contract values 5. Indication of current presence, if any, in any of the BIMSTEC nations, including past and future durations 6. NAICS Code(s) covering the reported corresponding capabilities and the respective business size for each NAICS code 7. Any additional comments or feedback Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the identified services are invited to submit a response to this RFI by 5:00pm EST on March 1, 2022, via email only, to erica.williams@dot.gov with the subject: - 693JF7-22-RFI-0003: BIMSTEC RFI Response or - 693JF7-22-RFI-0003: BIMSTEC RFI Inquiry, as applicable.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
