The U.S. Government has issued a Request for Information (RFI) seeking input from qualified small businesses regarding support services for the Joint Mobile Infrared Countermeasure Test System (JMITS) and the Multi-Spectral Sea and Land Target System (MSALTS) missile simulators. This notice is intended solely for information gathering and planning purposes and does not constitute a solicitation, contract award, or commitment by the government. The RFI targets small businesses across various socioeconomic categories, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses, encouraging them to demonstrate their capabilities, experience, and approach to potentially support a total small business set-aside contract under NAICS code 541330 (Engineering Services). Respondents are asked to provide detailed information such as company identification, small business status, whether they intend to compete as prime contractors or participate via subcontracting or team arrangements, relevant past performance, and pricing details. Input is also sought on how to structure contract requirements to enhance competition among small businesses and any perceived barriers to fair competition. Additionally, recommendations for improving the draft Performance Work Statement and related contract documentation are welcomed. The contract will be performed primarily at White Sands Missile Range, New Mexico, with the issuing office located at Fort Hood, Texas. Interested parties must submit responses by the specified deadline in mid-June 2026 and monitor SAM.gov for any forthcoming solicitations.
