The Department of Veterans Affairs Network Contracting Office 16 is soliciting a Firm-Fixed Price, Single-Award Indefinite Delivery Contract (IDC) for VISN-wide court reporting and transcription services. This acquisition, identified by solicitation number 36C25626Q1138, is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract includes five primary CLINs covering standard and urgent transcription, court reporter attendance, secure electronic delivery, and audio capture and storage. Contractors must adhere to strict security and compliance mandates, including the prohibition of covered telecommunications equipment from entities like Huawei and ZTE, and compliance with the Privacy Act of 1974. Personnel are required to maintain high security standards, and the contractor must provide a Quality Assurance Surveillance Plan (QASP). Subcontracting is limited, with a requirement that no more than 50 percent of payments for services be paid to non-certified SDVOSBs.
