RFI - Engineering Training Courses for Army Systems Engineer & Architecture - Revised

The Office of the Assistant Deputy for Acquisition & System Management, Data Engineering and Software is conducting market research through a Request for Information to identify qualified vendors capable of delivering a comprehensive, tailored multi-course Digital Engineering certificate program for the U.S. Army’s Engineering Technical Management workforce. This initiative aims to upskill DoD civilian and military acquisition professionals in the principles and practices of Digital Engineering and Model-Based Systems Engineering to support Army Systems Engineering & Architecture. The proposed curriculum includes five required courses totaling 136 hours: Digital Engineering for Defense Acquisition, Model-Based Systems Engineering and Digital Architecture for Acquisition Professionals, Engineering Data and Technical Data Management, Managing Digital Engineering Across the Defense Acquisition Lifecycle, and a Digital Engineering Leadership Capstone for DoD Modernization. All training content must align with DoD Instruction 5000.97, the DoD Digital Engineering Strategy, ISO/IEC/IEEE 15288, the INCOSE Systems Engineering Handbook, and integrate cybersecurity considerations through the NIST Risk Management Framework. Responses, which must be submitted as unclassified PDF documents via email to the designated contracting officer and contract specialist by August 12, 2026, are requested to include a capability statement detailing the vendor’s technical approach, relevant past performance, available product literature, company name, point of contact, NAICS code, and PSC. This RFI is strictly for information and planning purposes and does not constitute a solicitation, nor does it obligate the government to issue a contract or pay for any costs incurred in preparing a response. No evaluation factors, award criteria, pricing provisions, or contract administration details are specified, and responses are not accepted as binding offers. The government will not reimburse respondents for any administrative or preparation expenses associated with this market research effort.
