CherryLOCK G689 Rivet Kit
Solicitation # FA469026Q0044
The 28 Maintenance Squadron at Ellsworth AFB, South Dakota, is seeking a Firm-Fixed-Price contract for the procurement of brand-name Cherry Aerospace tooling to support B-1B aircraft structural maintenance. The requirement consists of two G689 CherryLock pneumatic-hydraulic riveter guns, two 680B46 straight adapters, and two each of pulling heads H9055-3, H9055-4, H9055-5, and H9055-6. This specific brand is mandated by Air Force Technical Order 1-1A-8 to ensure flight safety and mission readiness, as existing tooling lacks the necessary pull strength for CherryLock NAS1400 blind rivets larger than a -9 grip length. The acquisition is a total Small Business Set-Aside and will be competed among authorized distributors. Award will be granted to the responsible offeror based on a best-value determination considering technical acceptability and price. Delivery is required FOB Destination to Ellsworth AFB no later than 180 days after award, with a specific target date of September 29, 2026. The contractor must comply with strict marking and identification standards, including DoD item unique identification (IUID) per MIL-STD-130 and shipment labeling per MIL-STD-129. All payment requests and receiving reports must be processed through Wide Area Workflow (WAWF). It is important to note that funds are not presently available, and the government's obligation is contingent upon the availability of appropriated funds.

The Defense Logistics Agency Troop Support Europe and Africa is conducting open market research to identify U.S.-based manufacturers capable of supplying commercial-off-the-shelf power tools that operate natively on the European 220V–240V, 50Hz electrical grid without requiring external transformers or adapters. This Request for Information is not a solicitation and does not obligate the government to issue a contract or purchase any products. Responses are strictly voluntary, and respondents will not be compensated for any costs incurred in preparing their submissions. The agency seeks technical specifications confirming that proposed tools are designed for native European voltage and frequency, are manufactured or assembled in the United States, and do not rely on external conversion equipment. Respondents must provide detailed answers to three core questions regarding product compatibility, manufacturing origin, and power requirements, along with company information including name, address, DUNS and CAGE codes, point of contact details, and a narrative describing capabilities and past performance. Submissions must be formatted as a single PDF document, not exceeding ten pages in length, using Times New Roman 12-point font, and may include proprietary markings where applicable. All responses are due by July 24, 2026, and must be sent to Ryan Piecyk at ryan.piecyk@dla.mil. Participation in this RFI does not guarantee future consideration for procurement, and potential vendors are responsible for monitoring the solicitation site for any updates or future opportunities.

The Defense Logistics Agency (DLA) Troop Support Europe and Africa is conducting market research to determine the availability of domestically manufactured (U.S.-made) 220-Volt / 50-Hertz power tools to support operations in Europe. The purpose of this market research is to identify if there are U.S. domestic manufacturers capable of providing commercial-off-the-shelf (COTS) power tools that natively operate on the European power grid without the use of external voltage transformers.

With the requirement in mind, please answer the following questions as part of your response:

  • Question 1: Do your offered power tools natively support operating input of 220V–240V alternating current (AC) at a frequency of 50Hz? Please provide the technical specification sheets or manufacturer cut-sheets confirming this rating.

  • Question 2: Do your offered tools require external voltage transformers, frequency converters, or step-down adapters to operate on a standard European 220V/50Hz power grid?

  • Question 3: Are the offered 220V/50Hz power tools manufactured, produced, or assembled in the United States?

Please submit the following information in your response:

1.  Answers to the above questions

2.  Company information, to include:

  1. Your company name, address,
  2. The company's web page (if applicable);
  3. CAGE Code and DUNS number,
  4. Point of contact, including: name, title, phone, and email address
  5. General company narrative of capabilities, past work etc.

Responses shall be provided in .pdf format and are limited to 10 pages, single-spaced, 8.5 inch x 11 inch or 8.5 inch x 14 inch paper size, and the font shall be Times New Roman with a minimum size of 12 point.  The Government will not review any pages beyond the 10–page limit.  If your submittal contains company proprietary information then it should be marked accordingly.

The response date for this RFI is July 24, 2026.  All responses to this RFI should be submitted to the Contracting Officer Ryan Piecyk at ryan.piecyk@dla.mil
