This is a request for information for a Medical Trauma Sensor (MTS) device that is designed to address critical challenges in mass casualty and austere deployment environments. By providing near real-time analysis of a casualty's hemodynamic status and displaying it to medical providers, the MTS will help improve triage accuracy, optimize medical supplies, and enhance treatment outcomes. The Medical Trauma Sensor's role in maximizing Return to Duty (RTD) while reducing the burden on contested logistics could be a significant advancement in military medical operations.(See attached documents).

Solicitation # W81K0425PATBD01
The Medical Acquisition Support Office-A at Joint Base San Antonio, Fort Sam Houston, is conducting market research to secure continued Neurocognitive Assessment Testing (NCAT) support services. These services involve providing certified exam proctors to facilitate, schedule, and supervise assessments for Military Service Members and DOD civilian employees in at-risk occupations. These tests, currently utilizing the Automated Neuropsychological Assessment Metrics (ANAM) tool, are critical for identifying traumatic brain injuries and establishing cognitive baselines. The government intends to award a modification to IDIQ Contract W81K0425DA007 to Controller Bay, LLC, under the authority of FAR 6.103-1, as only one responsible source can satisfy the requirement. This action is a time-sensitive phase-out intended to support the orderly transition of the Army NCAT program to a successor platform managed by the Defense Health Agency. The requirement is for a period of up to nine months beginning December 3, 2026, with no further follow-on effort. The scope of work includes executing assessments at embedded and isolated sites, providing at least four surge support teams, and managing comprehensive IT and data services, including server management and cybersecurity compliance. The contractor must maintain an Information System Security Manager (ISSM) proficient in tools like Splunk and Nessus to ensure the confidentiality of sensitive medical data. Key operational requirements include maintaining a 100 percent assessment rate for presenting individuals and adhering to strict test validity standards.
