This Request for Information (RFI) is for the Air Force Special Warfare (AFSPECWAR) MCS-Universal (MCS-U) program, which will provide a vehicle agnostic communications/ command and control (C2) system for Tactical Air Control Party (TACP) operators while engaging in strike, C2, and integration missions both on the move (OTM) and at the halt (ATH). THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in a future RFP, if any is issued. No acquisition approach or contract strategy has been determined.

The Air Force Life Cycle Management Center, Strategic Sensors Branch is conducting market research to identify qualified systems integrators for the Tactical Multi-Mission Over-the-Horizon Radar (TACMOR) system. This Middle Tier of Acquisition Rapid Prototyping initiative aims to field a remotely operated radar capability within the United States Indo-Pacific Command Area of Responsibility to provide wide-area air domain awareness. The project encompasses the full lifecycle, including design, development, production, installation, operation, and sustainment. The anticipated contract award is slated for FY2027, with a period of performance extending through FY2029 and a final system sell-off deadline of September 30, 2029. The TACMOR system requires a bistatic operational profile with geographically separated transmit and receive installations deployed in austere environments. These sites will feature permanent antenna fields and modular, containerized mission support facilities, requiring the integrator to provide self-sustained power, fuel storage, security, and secure backhaul communications for integration with a centralized Radar Operations Control Center. While the government will provide land and military construction, vendors must demonstrate mature technical approaches and software engineering capacity. To be eligible for the detailed technical package, respondents must possess an active CAGE code, SAM registration, and DLA Joint Certification Program certification. Strict cybersecurity compliance is mandatory, specifically NIST SP 800-171 controls with a valid score posted in the Supplier Performance Risk System. Additionally, personnel must hold at least a U.S. Government Secret clearance, with Top Secret eligibility required for certain activities. Interested parties must submit technical capability statements, schedules, and rough order of magnitude estimates by October 23, 2026.
