RFI_Next-Generation Nett Warrior EUD

The U.S. Army, through the Product Manager Soldier Maneuver Sensors and the Aberdeen Proving Ground office, is conducting market research via a Request for Information to identify commercially available or near-production-ready handheld devices that can serve as the next-generation End User Device for the Nett Warrior system. This RFI, issued under solicitation number RFI-W91CRB26-NW-SS and classified under NAICS code 334220, is strictly for informational purposes and does not constitute a solicitation for proposals or a commitment to award a contract. Respondents are requested to provide detailed technical specifications, including device performance under Disconnected, Intermittent, and Limited (DIL) environments, touchscreen functionality in adverse weather and while wearing gloves, sufficient processing power, memory, and expandable storage, as well as the ability to operate securely within both Sensitive But Unclassified and Classified data enclaves while meeting NSA requirements. The device must run a flexible and sustainable Android operating system, meet MIL-STD-810H and IP68 ruggedness standards, demonstrate compliance with MIL-STD-461 for electromagnetic interference, and support extended missions through an adequate power system. Vendors are also asked to indicate if their device is listed on the NSA’s Commercial Solutions for Classified components list and to provide details on potential customization of commercial-off-the-shelf hardware or software. In addition to technical data, respondents must supply Rough Order of Magnitude cost estimates for deployment quantities—3,500 units for research and development and 35,000 units for fielding—with clear separation of hardware, licensing, software maintenance, and support-related costs. All cost figures are non-binding estimates and do not obligate either party. Responses must clearly identify any proprietary information to avoid inadvertent disclosure, and while there is no mandatory page limit, submissions are recommended not to exceed fifteen pages excluding supporting documentation. All submissions will be reviewed by a Government and embedded contractor technical team under the guidance of FAR 15.201, which confirms this is a pure market research action. No contract award, payment for response costs, or binding procurement is contemplated as a result of this RFI.
