NEW - Air Force Installation and Mission Support Center (AFIMSC) Streamlining Procurement for Effective Execution & Delivery (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) to rapidly acquire innovative commercial items, technologies, and services. Operating as a blanket vehicle from September 1, 2025, through August 31, 2030, the SPEED CSO utilizes a multi-spiral evaluation process to identify solutions that close capability gaps across various Areas of Interest (AoIs). These interests include BRAC portfolio management, data science frameworks, resilient expeditionary facility prototypes, RF spectrum monitoring, and the modernization of Civil Engineer IT systems. The program is open to all interested vendors, including small businesses and non-traditional defense contractors, and allows for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. The acquisition process is designed for agility, requiring initial submissions in the form of short solution videos or concise written briefs. Technical proposals are evaluated based on the merit and risk of the approach, the realism of the performance schedule, and the fairness of the proposed price. Security requirements vary by project, with some necessitating Tier 1 or Tier 3 clearances and compatibility with NIPR and SIPR environments. All awarded entities must be registered in the System for Award Management (SAM) and utilize the Wide Area Work Flow (WAWF) system for invoicing. Performance for individual awards is determined by the specific AoI call, though the overall vehicle allows for performance to extend up to 12 months beyond the formal ordering period.

AFTAC Commercial Solutions Opening (CSO) 2024
Solicitation # FA702224SC001
The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to [email hidden] by April 30, 2027.

Air Force Installation and Mission Support Center (AFIMSC) STREAMLINING PROCUREMENT FOR EFFECTIVE EXECUTION & DELIVERY (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA800325SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO), solicitation number FA8003-25-S-C001. This open, blanket CSO operates from September 1, 2025, to August 31, 2030, and is designed to facilitate the competitive procurement of innovative commercial items, technologies, and services. The program utilizes a multi-spiral solicitation process involving Area of Interest (AoI) calls, where the government seeks innovative solutions to meet specific Air Force needs. A notable example is the AFCEC CE IT Portfolio Optimization initiative, which seeks IT solutions to improve portfolio rationalization, cybersecurity, and data governance for the Air Force Civil Engineer Center. The CSO is a full and open acquisition available to small businesses and non-traditional contractors. Awards may be made as fixed-price contracts under FAR Part 12 or via Other Transaction Authority (OTA), with the Contracting Officer reserving the right to negotiate terms and payment conditions. Evaluation is based on pass/fail gates regarding the technical approach, performance schedule, and price reasonableness. Submissions for AoI calls may take the form of a five-page written brief or a five-minute video. The majority of work is expected to be performed at non-government facilities, though some efforts may require access to DoD installations and networks. All offerors must be registered in the System for Award Management (SAM) and possess a Unique Entity ID (UEI) to be eligible for award.

This RFI is solely for information and planning purposes - it does not constitute a Request for Proposal (RFP)/ Request for Quote (RFQ) or a promise to issue a RFP/RFQ in the future. This notice does not constitute a commitment by the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this request. The United States International Development Finance Institution (DFC) is seeking the services of a vendor to conduct an analysis of the effectiveness of DFC's political risk insurance (PRI) and reinsurance products in mobilizing private capital to achieve positive developmental impacts. The G7 Impact Taskforce identified real and perceived political and macro-economic risks as key constraints to private investment in lower income countries. As such, DFC is seeking to derive lessons learned to support and/or enhance the tool's effectiveness in driving private capital to achieve positive development impacts. The analysis will include an assessment of the role DFC's PRI and reinsurance products have in mobilizing private capital from approximately 14 projects that span several geographies and sectors (see Annex). QUESTIONS 1. What is your experience in completing similar requirements? 2. How should DFC approach developing a rough order of magnitude for how much the requirement as a whole would cost? Any information that could be shared on estimates of total cost and/or starting blocks for developing total cost. 3. How long do you expect the work to take? Should the period of performance be 3 months, 6 months, 9, months etc? 4. How do we reach capable vendors? Any successful awardee will need to be registered in SAM.gov to be considered for award, however is there any vendor preference for how to solicit the need (i.e. open market, GSA, or any other available contract vehicles on the market)? 5. Note - We have proposed 14 projects that will be assessed for capital mobilization impacts. This number is flexible and can be adjusted upward or downward depending on the level of effort it will be to collect the necessary data and conduct the analysis. *Please see attachment for more information.*
