The Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirements documents for an acquisition. Results of market research will be used to determine whether qualified sources exist and if alternative support strategies will meet Government requirements. One of the ways the Government conducts market research is to issue a Request for Information (RFI). In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), this Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and can/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. Follow up demos may be requested by GSA to gain further information regarding products/services. If necessary, demonstrations will be virtual on a GSA-hosted web platform for no longer than 2 hours in duration, with allotted time for questions from the GSA review panel. GSA seeks support for Power Monitoring Expert (PME) Software applications for advanced metering system. This will allow Office of Facilities Management (OFM) to plan, assess, design, develop, implement, and simplify integrations and repair work for training, and projects. The Government is seeking support for Power Monitoring Expert (PME) and PME2024 system support and maintenance. Contractor shall provide this support and maintenance to the software and ensure process in place to pull data from connected devices into the front end and confirm that the devices can be seen and are current in Power Monitoring Expert (PME). Interested companies should submit their supporting narratives for this RFI through email by 12:00PM Eastern Time, Monday, March 24, 2025. Please send your response to, Contract Specialist, Tyrone Dallas, tyrone.dallas@gsa.gov.
