RFI/Sources Sought - Enterprise Software Licenses and Subscriptions

The City of Fort Worth is conducting market research through solicitation 27-0023 to identify capabilities for Enterprise Software Licenses and Subscriptions. This Request for Information (RFI) and Sources Sought notice aims to understand the current marketplace for purchasing software products and subscriptions from various publishers. The scope of work includes the procurement of new licenses and subscriptions, renewals, true-ups, implementation, integration, maintenance, support, hosting, and training. The City is specifically interested in identifying available cooperative contracting vehicles such as Texas DIR, BuyBoard, TIPS, Sourcewell, or OMNIA Partners, as well as standard service-level agreements and remedies like service credits. Respondents must provide detailed company information, including their Unique Entity ID or Texas Comptroller Vendor ID, business type, and size status relative to SBA standards. The City is also seeking information on small business certifications, such as City of Fort Worth SBE or Texas VetHUB, and the respondent's interest level as a prime, subcontractor, or teaming partner. Additionally, the City is evaluating potential requirements for cyber and professional liability insurance, performance bonds, and financial qualifications to inform the future contract structure.
