The program is located in the Environmental Management Division (EMD) of the Office of Property and Procurement Management (OPPM) within Departmental Management (DM) at the U.S. Department of Agriculture. The Department's goals under this program are to increase purchases of biobased products (1) by the Federal government under a procurement preference program and (2) by commercial buyers and consumers through a voluntary labeling program. With limited Federal staff the BioPreferred program must depend on the technical expertise of a support contractor to provide the information necessary to make informed decisions on which new biobased products to designate for Federal program, provide first line support for a voluntary label program, provide business client support, and program auditing. USDA's BioPreferred program is seeking a contractor to provide technical support and advisory assistance in four task areas: 1) bio-based products testing and research, 2) voluntary label certification support, 3) process input and business consulting, and 4) audit support.
