RFI- USE OF FORCE SIMULATORS

The Department of Homeland Security, through the Federal Law Enforcement Training Centers (FLETC), is conducting market research via a sources-sought notice (solicitation 70LGLYUFS) to identify industry capabilities for providing, upgrading, and supporting integrated interactive Use of Force (UOF) simulators. These systems are critical for firearms handling, marksmanship, and decision-making training across four training delivery points located in Glynco, Georgia; Artesia, New Mexico; Cheltenham, Maryland; and Charleston, South Carolina. The agency is seeking solutions that include both the acquisition of new systems and comprehensive operational support, including hardware break-fix replacements, software enhancements, vulnerability patching, and 24/7 phone support. Technical requirements emphasize high operational reliability, requiring that systems be restored within one hour of failure using user-replaceable parts and capable of operating in environments with heat, dust, humidity, and ceiling heights as low as 9 feet. The simulators must integrate laser-based weapons and non-lethal devices such as Tasers, OC spray, and tactical flashlights, while supporting multi-screen configurations and customizable scenario libraries. From a compliance standpoint, the contractor must adhere to DHS and NIST cybersecurity policies, maintain a FedRAMP Authority to Operate (ATO), and support federal audits such as A-123. This effort is currently in the research phase to inform future procurement decisions, with Michael J. Haynes serving as the primary point of contact.
