AI Contract Overview
The Department of the Army has issued a market research Request for Information (RFI) to identify qualified vendors capable of providing the AN/GLM-11 (V) 2 Universal Test Set (UTS), a portable device designed for rapid, field-level diagnostics of Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) systems. This test set enables warfighters to quickly verify the operational status of CREW systems before deployment, detecting faults that could compromise safety or effectiveness. The effort aims to ensure that personnel do not enter hazardous situations with malfunctioning equipment, thereby enhancing operational safety and mission success. The RFI emphasizes that the technical data and proprietary design details are held by Textron Systems, and responses should include company capabilities, past performance, technical data, and administrative information such as CAGE and DUNS numbers. The solicitation is set for posting on December 2, 2025, with responses due by December 12, 2025. It is a market research activity under FAR Part 10, not a formal solicitation or contract award. The place of performance is Aberdeen Proving Ground in Maryland, where the system will be used and potentially inspected. The document does not specify contract types, performance periods, or evaluation criteria, as these will be determined in future solicitations if the government proceeds. Submission requirements include a concise, 10-page unclassified white paper in Microsoft Word format, covering technical capabilities, past performance, and company information. No specific packaging, marking, or bar-coding standards are detailed at this stage, as such specifications are likely contained within proprietary technical data or future procurement documents. Overall, this RFI serves as a preliminary industry outreach to gauge market interest and capabilities for sustaining and possibly manufacturing the UTS system for Army CREW operations.

Full Description
The AN/GLM-11 (V) 2, the Universal Test Set (UTS), provides a rapid go/no-go evaluation for all U.S. dismounted and mounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) systems. This test set provides the warfighter a rapid and easy method to verify the proper operation of a CREW system prior to deploying. The AN/GLM-11(V) 2 provides the operational/field level capability suitable for performing these tests. The AN/GLM-11 (V) 2 is capable of detecting CREW systems faults that would otherwise go undetected and thus could allow personnel to enter into dangerous situations without the protection of properly functioning CREW systems.
