Interested firms must register on PennBid to access solicitation documents, submit proposals, and receive updates. The process emphasizes transparency, confidentiality, and streamlining procurement, with the opportunity for firms new to the university system to participate through joint ventures, thereby promoting diversity and inclusion in the selection process.
