RFP 1175 Wintonbury Hill Golf Course - Bunker, Green & Tee Renovations

The Town of Bloomfield is soliciting proposals under RFP #1175 for the renovation of bunkers, greens, and tees at the Wintonbury Hills Golf Course in Bloomfield, Connecticut. The scope of work includes the reconstruction of 19,940 square feet of existing sand bunkers and the construction of 4,265 square feet of new bunkers, utilizing Capillary Flow and JM Evalith liners. Additional requirements involve the renovation of the putting green on Hole #16, the expansion of tees on Holes #15 and #18, tree clearing on Hole #15, and comprehensive site work including grading, irrigation adjustments, and the installation of certified weed-free sod. The contractor is required to provide GPS as-built drawings in hard copy and AutoCAD formats upon completion. Proposals must be submitted in one original and two copies, along with a read-only thumb drive, to Purchasing Manager Joseph Muraca by 1:00 pm on November 5, 2026. Evaluation will be based on technical compliance, cost, administrative completeness, and specialized experience with golf course drainage and liner systems, including a requirement for three references from similar projects completed within the last five years. The contract includes a one-year warranty on materials and workmanship, with payments issued as monthly progress payments subject to a 5 percent retainage and 45-day terms. Selected contractors must maintain comprehensive insurance coverage, including a 2 million dollar professional liability limit and a 2 million dollar general aggregate limit.
