The State of Michigan, through the Department of Technology, Management, and Budget, is soliciting bids for the replacement of safety climb equipment across its MPSCS communications infrastructure, specifically for 271 tower sites including monopole, guy, and self-supporting towers. The procurement is for equipment only, requiring all components to be upgraded to 100% stainless steel, including cables, mounting brackets, support brackets, head assemblies, and spring attenuators designed for a 100K life cycle, complying with ANSI Z359, OSHA 1910/1926, and ISO 12944 C4-High corrosion resistance standards. Each kit must be manufactured in specific lengths ranging from 50 feet to 500 feet, with quantities totaling 271 units as detailed in Schedule B, and must interface seamlessly with all existing TUF-TUG mounts. Proposals must be submitted electronically via the SIGMA portal by 3:00 PM ET on August 6, 2026, and must include mandatory attachments such as the Confidential Treatment Form, Vendor Questions Worksheet, Statement of Work, and a separate pricing file submitted in native, modifiable formats under 30 MB per file. Award will be based on best value, determined by a weighted technical evaluation scoring out of 100 points, where 75 points are allocated to strict compliance with stainless steel material requirements and 25 points to the bidder’s ability to supply products in the exact increments listed in Schedule B. Proposals must achieve a minimum threshold of 80 technical points to be eligible for pricing evaluation; the State reserves the right to reject the lowest bid if it does not represent the best overall value. Contracts awarded will become effective on September 1, 2026, and expire on August 31, 2027, with delivery required within 90 business days of order placement, F.O.B. destination to 6951 Crowner Dr., Dimondale, MI, with transportation and handling costs borne by the contractor. Payment will be made via EFT within 45 calendar days of receipt of a compliant invoice, which must include date, order number, quantity, description, unit and total price, shipping cost, and vendor invoice number. Inspections will occur at the delivery location during a 30-day State Review Period, with acceptance contingent on full compliance with performance, quality, and defect-free standards
