The Michigan Department of Technology, Management and Budget (DTMB) is soliciting professional services for the MDOC Capacity Realignment project to address a statewide shortage of higher-risk prisoner beds. The scope of work involves the design and construction of new housing facilities at two locations: a 176-bed Level V facility at the St. Louis Correctional Facility and 240 Level IV beds at the Oaks Correctional Facility. The project encompasses six comprehensive phases, ranging from program analysis and schematic design through final design and both office and field construction administration. Key technical requirements include designing facilities to a LEED Silver sustainability level, ensuring compliance with ADA Accessibility Guides and the State of Michigan Barrier-Free Access Code, and evaluating existing generator backup system capacities. Proposals are due by November 5, 2026, via the SIGMA VSS portal and are evaluated based on a weighted scale of 80% for the technical proposal and 20% for the cost proposal. Awardees must appoint a Project Manager and key personnel capable of responding to state inquiries within 24 hours. The contract requires strict adherence to Michigan's prevailing wage laws, occupational health and safety acts, and non-discrimination policies. Payments will be disbursed exclusively via Electronic Funds Transfer (EFT) within 30 calendar days of invoice approval.
