RFP 2026-11-002 Recycling Services

The McDuffie County Board of Commissioners is soliciting proposals under RFP 2026-11-002 for comprehensive recycling services at its transfer station located at 514 Tankersley Road, Thomson, Georgia. The selected contractor will be responsible for providing, delivering, and maintaining clearly labeled containers suitable for corrugated cardboard, mixed paper, aluminum, steel and tin cans, plastics, glass bottles and jars, and scrap metal. The scope of work includes the collection and transportation of these materials to approved recycling centers. Notably, these services must be provided at no cost to the County, which will not pay for container rentals, hauling, processing, or administrative charges. Proposals must be submitted as one unbound original in a sealed envelope to the County Manager Office by 2:00 PM on November 30, 2026. The evaluation process is based on the County's discretion, and while cost is not the sole factor, a preference may be given to bidders with a McDuffie County business license if their bid is within 4% of the lowest bid. Required documentation includes a variety of affidavits, a business license, and E-Verify documentation. The contractor must provide monthly reports on collection data and, if applicable, financial reports for revenue sharing. The contract requires strict adherence to Georgia state law and OSHA regulations. Contractors must maintain comprehensive insurance, including pollution liability with a 1 million dollar per occurrence limit, and name the County as an additional insured. Performance is subject to County inspection, and failure to complete work within the specified timeframe may result in liquidated damages of 300 dollars per calendar day. Payment for any applicable revenue sharing is processed via ACH within 20 days or by paper check within 30 days.
