The Transit Authority of River City (TARC) is soliciting proposals for a turn-key Video Surveillance Camera System (CCTV) to be installed across three Louisville, Kentucky campuses: Union Station, 29th Street, and 925 Broadway. The project involves replacing end-of-life legacy IP-based systems at the Union Station and 29th Street locations and implementing a completely new system at the 925 Broadway campus. The primary objectives are to enhance safety and security for staff and customers, deter theft and vandalism, and reduce liability. TARC intends to award a fixed-price contract for an initial term of five years, with an option to extend for an additional five years, totaling ten years. The selected contractor must provide a comprehensive solution including hardware, recording software, and network infrastructure, ensuring all outdoor equipment is ruggedized for extreme weather. Technical requirements mandate compliance with ONVIF standards, open APIs for integration, and strict adherence to data network cabling standards for copper and fiber optics, including machine-generated labeling. The contract requires a minimum five-year warranty covering hardware, installation, and cabling. Award selection is based on best value, evaluated by a committee considering the most qualified firm with an economically viable proposal. Compliance requirements include adherence to the Build America Buy America Act, FTA Circular 4220.1G, and various civil rights and non-discrimination laws. The contractor must maintain one million dollars in products, general, and professional liability insurance. All goods must be shipped F.O.B. Destination, Freight Prepaid, with inside delivery.
