RFP 2027-002 EDWARD T. HALL AQUATIC CENTER COMPETITION POOL RENEWAL

Calvert County Government is soliciting proposals from qualified commercial swimming pool contractors for the full interior renewal of the competition pool at the Edward T. Hall Aquatic Center in Prince Frederick, Maryland. The scope of work requires the complete removal of existing cementitious pool finish systems and bond coats, substrate repair of cracks and corrosion, and the installation of a new compatible bond coat and Traditional White Plaster finish. This is a full renewal project and cannot be performed as a skim coat or overlay. The contractor is responsible for providing all labor, materials, equipment, and technical guidance, including a project-specific 28-day startup and filling plan. The desired completion date for turnover is between November 15 and December 1, 2026. The contract will be awarded based on best value, evaluating both technical factors and price. Technical evaluation criteria include the detailed approach and schedule (30 points), materials and systems (15 points), and warranty specifications (15 points), with administrative elements serving as a pass/fail requirement. Proposals must be submitted in two separate sealed envelopes containing a technical proposal and a price proposal by September 8, 2026, at 1:00 p.m. Required documentation includes various certifications, a bid bond of 5 percent, and evidence of Maryland-authorized insurance. Performance and labor/material payment bonds of 100 percent are highly preferred. The project is governed by Maryland law and is not subject to Davis-Bacon or prevailing wage requirements.
