RFP 24-19e - Monrovia Site Analysts

The San Gabriel Valley Council of Governments (SGVCOG), under its Affordable Housing Incubator initiative funded by SCAG’s SRP 2.0 program, is seeking technical assistance to evaluate a site for infill affordable housing development on behalf of the City of Monrovia. The project involves a comprehensive assessment of a 32,500-square-foot, City-owned property located at 222 E. Cypress Avenue, which features a historic Victorian structure that the City aims to preserve. To facilitate the development, the project requires amendments to the City’s General Plan and Zoning Ordinance, including potential updates to density regulations. The scope includes conducting a Historic Structures Report and an Economic Analysis to determine the feasibility of the proposed housing units, funding sources, and related requirements. Following these initial analyses, the selected consultant will support the City in drafting and adopting necessary land use and zoning amendments, ensuring the project aligns with regulatory and community standards. The consultant will also assist in designing site plans that maximize the site’s potential for affordable housing, considering the preservation of the historic structure and optimizing land use. The contract, with a value ranging from $50,000 to $200,000, is part of a solicitation process posted in May 2025, with a response deadline in June 2025. The project aims to promote affordable housing development while maintaining historical integrity, requiring close collaboration with City officials and adherence to land use policies.
