The Bridgeton Board of Education is seeking proposals from qualified organizations to provide a comprehensive oral language and literacy phonics program tailored for bilingual students in grades K-8, primarily those whose first language is Spanish. The program must be systematic, utilizing a syllabic and authentic approach to enhance Spanish language acquisition and literacy skills, including phonemic awareness, decoding, and comprehension, while also supporting English language development. It should align with current scientific research, the New Jersey Learning Standards, and the Common Core State Standards, offering digital adaptive instruction that caters to students at various academic levels, with printable materials for both classroom and home use. The program's core focus is on improving the four domains of language—phonological awareness, vocabulary, fluency, and comprehension—while providing teachers with resources such as decoding strategies and visual manipulatives to facilitate differentiated instruction. Respondents are expected to demonstrate extensive experience in implementing systematic phonological methods for teaching reading in Spanish, particularly within New Jersey school districts. The contract, valued between $500,000 and $2,000,000, emphasizes the need for a program that effectively accelerates Spanish literacy and supports bilingual students' language development in both Spanish and English. The selected provider must also supply supplementary resources to assist teachers in differentiating instruction across diverse student needs. The project aims to enhance literacy outcomes for bilingual learners through a research-based, standards-aligned approach, with the primary contact being Jamie Weldon at Bridgeton Public Schools.
