The City of Kennewick will receive proposals for RFP 26-013 "BIPIN RMS and JMS/CMS Software Replacement" until September 10, 2026 at 3:00 P.M. The Bi-County Police Information Network (BIPIN) is seeking proposals from qualified contractors to establish a contract through competitive negotiation for a Public Safety Records and Jail Management System for the BIPIN Consortium of various law enforcement agencies in Benton and Franklin Counties, Washington. The BIPIN Executive Committee is currently seeking to replace the current Records Management and Corrections Management (RMS/CMS/Mobile) solution implemented in April 2022 after a conversion from Intergraph I/Leads to Tyler Public Safety. Qualified Contractors with a history of successfully delivering a proven, turnkey public safety records and jail management systems for all the BIPIN partners are encouraged to respond. The expectation is that the Contractor will furnish, provide, deliver, install, configure, implement (including multiple sources of data migration), service, and maintain a multijurisdictional System as described in the RFP. A pre-proposal meeting will be held through Microsoft Teams on July 27, 2026 at 11:00 A.M.
