RFP 26-02-04 Elevator Preventive Maintenance and Inspection Repair Services

Lone Star College System is seeking a qualified, licensed elevator contractor to provide comprehensive preventive maintenance, annual inspections, testing, and limited corrective repairs for all passenger elevators, freight elevators, and wheelchair lifts across its campuses, centers, and satellite locations, as detailed in Exhibit A. Services must be performed monthly for each elevator and wheelchair lift, with annual safety inspections and operational tests conducted in full compliance with ASME A17.1/CSA B44 and ASME A18.1 standards as adopted by the State of Texas and local jurisdictions. All work must adhere to original design specifications, manufacturer recommendations, and OEM technical documentation, and must be carried out exclusively by licensed elevator mechanics. The scope explicitly excludes construction, modernization, structural alterations, or capital improvements, which require separate procurement under applicable state statutes. The contractor is responsible for identifying and reporting code deficiencies, providing complete warranty documentation for installed components, and coordinating all regulatory inspections with the appropriate authorities, promptly correcting any cited issues. The contract spans five years, with firm unit prices required for Years 1 through 3 and for Year 4, and pricing must remain fixed through the end of calendar year 2029. Proposals must be submitted via the Ion Wave electronic bidding system, with mandatory registration for all bidders—new suppliers must register specifically for Lone Star College, while existing Ion Wave users must add the college as a new agency. Required documentation includes a completed Form W-9, Texas Ethics Commission Form 1295, a certificate of insurance covering general liability, workers’ compensation, automobile liability, and excess liability, with Lone Star College named as certificate holder and additional insured.
