RFP 26-113 Aquatic Maintenance Services - 2027

The City of Brookhaven is seeking a professional aquatic management service company for 2027 to operate and maintain three public freshwater swimming pools and one splash pad. The scope of work includes comprehensive seasonal maintenance for the Ashford Park Splash Pad, Brookhaven Dog Park, Murphey Candler Pool, Briarwood Pool, and Lynwood Pool. Key deliverables involve pre-season preparation, including chemical balancing and passing Health Department inspections, and post-season winterization completed by specific deadlines between September and November. Additionally, the provider must conduct quarterly inspections starting in January 2027 and perform specific projects such as replacing expansion joints at Briarwood Pool and updating tile depth markers at Murphey Candler Pool to meet DeKalb County Health Department standards. The contract will be awarded to the most responsible and responsive consultant based on a scoring system where qualifications and experience of the firm and key staff carry the most weight, followed by cost and the overall approach. Required submissions include a detailed cost proposal, a cover letter, an executive summary, and several mandatory affidavits covering non-collusion, drug-free workplace policies, and security and immigration compliance. The selected provider must provide payment, performance, and maintenance bonds and adhere to strict indemnification and insurance requirements. The City maintains the right to terminate the contract for convenience with 30 days written notice and will evaluate proposals based on the best commercial practices.
