Fairfax Water is soliciting proposals for a Construction Manager at Risk (CMAR) to lead the renovation of the Planning and Engineering (P&E) Building in Virginia. The project is divided into a preconstruction phase, focusing on cost estimating, constructability reviews, value engineering, and the development of a Guaranteed Maximum Price (GMP), and a construction phase. The scope of work includes structural modifications, the replacement of electrical, lighting, HVAC, mechanical, and fire protection systems, IT cabling and closet modifications, new window installations, and the creation of new offices, breakrooms, and conference rooms, as well as potential hazardous materials mitigation. The project aims for contract execution by January 22, 2027, with final completion and performance testing targeted for the first quarter of 2030. Proposals must be submitted electronically as separate technical and cost PDF files by November 25, 2026. Evaluation is based on a 100-point scale, with 80% weighted toward the technical proposal (covering technical and management approaches) and 20% weighted toward the cost proposal (covering the CMAR fee and preconstruction phase fee). The selected CMAR will be responsible for achieving all Fairfax County regulatory approvals and implementing a comprehensive project-specific Health and Safety Plan. The contract is governed by the laws of the Commonwealth of Virginia and the Virginia Public Procurement Act, with a requirement that the most stringent standards apply in the event of conflicting regulations.
