HCD has been using competitive procurement for nuisance abatement demolition services; however, that process has been marred by long delays. The unique quality of this program is that each site is likely to have a different cost allocation due to the nature of demolition. Thus, some projects require special disposal due to the presence of asbestos and lead-based paint, or large quantities of trash and debris, whereas other projects don't have these costs. The highly varied technical nature of these projects calls for contracting with entities with the resources to accommodate that variety.
