RFP #27-06, Groundwater/Methane Gas Monitoring Services - Annual Contract

Henry County is soliciting proposals for an annual renewable contract to provide professional groundwater and methane gas monitoring services for its closed landfills, specifically the West Asbury Road Phase II Municipal Solid Waste Landfill and the Old Windy Hill MSWLF. The selected contractor will be responsible for all labor, materials, and equipment necessary to perform sample collection, laboratory testing, and reporting. Key tasks include annual assessment monitoring in February, detection monitoring in August, quarterly methane monitoring, and monthly methane monitoring at the Old Windy Hill site. Additionally, the contractor must manage condensate sampling from ST1 upon the accumulation of approximately 500 gallons. All deliverables, including monitoring reports and potentiometric maps, must be stamped by a Georgia Registered Professional Geologist or Professional Engineer and submitted via the Georgia EPD Online System. Proposals are due by 3:00 PM on September 10, 2026, and must be submitted through the County's eProcurement Portal or delivered physically to the Purchasing Department. A critical requirement is the submission of the cost proposal in a separate sealed envelope to avoid being deemed non-responsive. Evaluation is based on a scoring system that considers minimum requirements, understanding of the scope, project approach, and schedule, with a tiered point system for cost and potential additional points for interviews. Local vendors may receive preference if their bids are within 5 percent of the lowest out-of-county bid.
