RFP 27.130300-003-007 Structural Steel for Liquid Nitrogen (LN2) Tanks

The Virginia Commercial Space Flight Authority (VCSFA) is soliciting proposals for the fabrication and installation of structural steel and helical piles for the Liquid Nitrogen (LN2) Tank Access platform located on Pad 0A at the Mid-Atlantic Regional Spaceport (MARS) in Wallops Island, Virginia. The scope of work includes providing all labor, materials, and equipment for the engineering, fabrication, and anchoring of steel platforms, stairs, ladders, handrails, and pipe supports to support three LN2 tanks. The project requires a desired completion date of January 18, 2027, with an optional period from Q4 2027 to Q1 2028 for the construction of support structures for three additional tanks. Proposals will be evaluated based on best overall value, prioritizing technical approach, qualifications and experience—specifically with aerospace or government customers—completion schedule, and cost. Awardees must comply with the Virginia Fair Employment Contracting Act, Buy American regulations, and specific cybersecurity and safety standards, including OSHA Hazard Communication for container labeling and the provision of Safety Data Sheets. Contractors are responsible for all third-party inspections and must provide a Professional Engineer signed letter certifying that helical piles meet design capacity. Submissions are due by November 5, 2026, and must include a firm-fixed price with an elemental breakout, a detailed project schedule, and a business certification.
