The Michigan State Police is soliciting proposals for the overhaul exchange of a Hydro-mechanical Unit (HMU) part number 23070029, or approved alternates, for Rolls Royce M250-C47B engines. The required unit must have undergone a 2500-hour overhaul completed by an authorized Rolls Royce MRO in accordance with Component manual CSP24009 Edition 1, Revision 7. Deliverables must include all service accessory records and an 8130-3 form. Proposals are due by September 3, 2026, with a question submission deadline of August 24, 2026. The contract will be awarded based on best value, utilizing a pass/fail evaluation of product quality, service capabilities, and delivery capabilities. Mandatory requirements include the ability to supply the specific overhauled unit and provide the necessary certification documentation. Delivery is F.O.B. destination within State premises, and the contractor is responsible for all transportation and handling charges.
