The Kentucky Department of Insurance is soliciting a Market Conduct Analyst/Examiner to conduct comprehensive examinations of insurance companies and regulated entities in accordance with National Association of Insurance Commissioners standards and Kentucky Revised Statutes, particularly KRS Chapters 45A, 12.210, 11A.040, and others governing ethics, conflict of interest, and disclosure. The position requires direct examination of insurers’ records and transactions using NAIC-standardized data collection methods, with all deliverables—including examination reports, data analyses, and methodologies—becoming the property of the Department upon completion. Work is to be performed primarily from the vendor’s residence, with travel calculated from either the vendor’s home or the Frankfort, KY office, whichever is shorter, and reimbursed under strict guidelines allowing no more than two days’ travel for round trips and 3.75 hours per 200 miles. Contract performance is bound by Kentucky-specific statutory requirements, including prohibitions on subcontracting and assignment without written approval, mandatory disclosure of any violations of state tax, wage, unemployment, workers’ compensation, and ethics laws within the past five years, and certification of non-participation in boycotts or unlawful lobbying activities. Personnel must hold recognized credentials such as Accredited or Certified Insurance Examiner from the Insurance Regulatory Examiners Society. Proposals are evaluated on a 1,000-point technical scale, with the highest weight given to qualifications, education, licenses, and certifications (500 points), followed by prior experience with the agency (300 points), technical expertise (200 points), and an optional oral presentation (100 points).
