The Commonwealth of Kentucky, through the Kentucky Board of Auctioneers, is soliciting proposals for a Personal Service Contract to obtain a qualified education consultant. The selected consultant will provide educational support and services specifically related to licensing examinations, continuing education, and the development, review, and maintenance of educational or study-guide materials. The contract requires strict adherence to confidentiality and security protocols regarding non-public examination and study materials. Proposals must be submitted electronically via the Kentucky Vendor Self Service system by November 30, 2026, at 2:00 pm Eastern Time. Submissions must be divided into three separate documents: a Technical Proposal, a Cost Proposal, and a Proprietary Information document. Award selection is based on a best value ranking approach, with price weighted at 90 points and delivery and installation timing weighted at 10 points. Bidders must also pass a checklist of requirements and may be evaluated on past performance over the previous twelve months. The contract includes various legal mandates, including compliance with Kentucky Revised Statutes regarding tax filings, unemployment insurance, and workers compensation. Contractors must certify they do not engage in boycotts of jurisdictions with which Kentucky enjoys open trade or energy company boycotts. The Commonwealth maintains the right to cancel the contract with 30 days written notice and will perform inspections of all services prior to acceptance. Payment for personal services must be submitted using the specific Personal Service Contract Invoice form established by the Government Contract Review Committee.
