RFP # 717-27-703, Fire Alarm System Upgrade

Texas Southern University has issued RFP 717-27-703 for a one-time purchase to implement a complete turnkey fire alarm solution for a 15-building apartment complex. The scope of work encompasses the inspection, assessment, design, replacement, installation, programming, testing, and commissioning of the fire alarm system. The project requires the installation of an intelligent microprocessor-controlled addressable system, such as the Simplex 4007ES or an equivalent, including a Fire Alarm Control Panel, initiating devices, and notification appliances. All work must comply with the International Fire Code, NFPA 72, NFPA 101, UL USA listing standards, and requirements from the State Fire Marshal and the Authority Having Jurisdiction. Proposals must be submitted by October 14, 2026, and include one paper copy and one flash drive version delivered to the TSU Purchasing Office. The evaluation will be based on best value, and the university reserves the right to award the contract to multiple vendors. Required submission elements include a HUB Subcontracting Plan, an introduction letter of no more than two pages, and specific certifications regarding the Anti-Boycott Israel Verification, financial participation, and restricted employment. The selected contractor will be treated as an independent contractor and must provide comprehensive documentation, including shop drawings, battery and voltage drop calculations, and as-built drawings. All electrical components must meet OSHA standards and bear appropriate UL, FMCRC, or NEMA listings.
