RFP 73-26 SURFACE MOUNT RAIL TRUCK LIFTS

The contract seeks the procurement and installation of two heavy-duty, surface-mount rail truck lifts rated for 30,000 lbs with a minimum of five feet of vertical travel, to be supplied and installed as a turn-key project in Boston, Massachusetts. The work includes removal of existing equipment, structural preparation, full mechanical and electrical installation, commissioning, site cleanup, and disposal, with no support from the MBTA. All lifts must be new, unused, ALI-certified, and fabricated to withstand the region’s harsh environmental conditions, meeting ISO 9001 standards and MBTA technical specifications, and must include features such as automatic foot guard protection, runway lighting, remote pendant controls, and mechanical safety locks. The supplier must be an authorized manufacturer representative with at least five years of authorization and must provide certification, test reports, and customer references, along with comprehensive operator training and documentation. The solicitation is evaluated on a Lowest Price Technically Acceptable basis, with award going to the lowest-priced bid from an eligible and responsible contractor meeting all mandatory requirements. bidders must submit Form A (Authorized Signatory), Form B (Pre-Award Bidder Evaluation Data Form including financial stability, list of current contracts, and principal subcontractors), Form C (Pricing Form), signed MBTA Standard Terms and Conditions, bid, performance, and payment bonds issued by a U.S. Treasury-approved surety, and proof of insurance naming MBTA as additional insured. All submissions must be uploaded individually via the COMMBUYS portal by August 12, 2026. Contractors must comply with Massachusetts prevailing wage laws, OSHA safety training requirements, and strict financial controls including maintaining records for seven years post-final payment subject to audit. No assignment or subcontracting is permitted without prior MBTA approval, and the contractor is responsible for all labor, materials, and compliance with state and federal laws, including anti-collusion, tax compliance, and debarment provisions. Payment will be made electronically within 30 days of invoice submission to invoices@mbta.com, with full performance bond release occurring after warranty expiration.
