The Michigan Department of Natural Resources Fisheries Division is seeking a multi-year contract, estimated for a five-year term, for the procurement of BioMark Passive Integrated Transponder PIT tags. These tags are used for the unique identification of over 4,000 fish annually to support brood stock management and federally funded research on fish behavior, growth, and population dynamics. The requirement specifies three tag types delivered in pre-loaded trays of 100 tags each: Mini 10 (10mm) with an estimated 1,600 tags per year, HPT9 (9mm) with an estimated 750 tags per year, and APT 12 with an estimated 4,500 tags per year. All tags must be encapsulated in biocompatible glass and maintain ISO 11784/11785 FDX-B compliance to ensure 100 percent detectability by compatible readers. The solicitation is conducted on a pass/fail basis, with the contract awarded to the lowest bidder who meets all product quality, service, and delivery requirements. Deliveries are expected within 90 calendar days of an order, and payments will be made via EFT with Net 45 terms. Because the procurement involves federal funds, the contract includes a Federal Provisions Addendum covering Equal Employment Opportunity, the Davis-Bacon Act, and the Byrd Anti-Lobbying Certification. Proposals must be submitted through the SIGMA VSS system in modifiable formats, with pricing provided as a separate file. The state reserves the right to inspect deliverables within 30 calendar days of receipt to determine acceptance.
